A Barnesville man has been arrested for allegedly leaving a pit bull chained to a porch after he moved from the residence. The emaciated dog was found alive but later died of malnutrition.
Jamarris Latuan Williams, 20, is charged with aggravated cruelty to animals and abandoning a dog.
Sheriff's investigator Lara Clark said the dog was very friendly and much loved by trustees at the jail who cared for it prior to its death.

My dog used to get out of the fence a lot when i was at work and thankfully my great neighbors in the neighborhood would take her in until i got home. I soon fixed this problem with a petsafe containment system. (shock collar). I too lived in the area of forsyth st.
There is no telling what type of background the "pit bull" type dog had that almost attacked your child. Some of these hoodlums around will feed them pepper and gun powder and abuse them to make them mean.
Do some research on the breed. Even the fighting dogs dont bite people. The opposing team goes to the other side of the ring and washes the opponents dog to make sure there is nothing on the dog that would cause their dog to not bite it. This is worldwide... not just America. If the dog was agressive to a human the dog was disqualified from the event. (probably put down too). Even in the fighting world they dont allow human agressive dogs. Ive done research on this breed extensivly over the past 5 years almost.
You have some people that will try to ruin the whole deal for everyone. The breed is an awesome breed. No one would ever know unless you have owned one.

He now owns several dogs and has gone away with them penned for days without leaving them food and water. He chained one short haired dog out to a tree with no shelter at all in freezing weather. He had other dogs in a pen full of diarrhea and filth.
None of his dogs had rabies shots. He has females that he allows to run loose in heat, a violation of county codes. The county dog catcher was so poorly trained he actually believed the guy when the guy told him he gave the dogs his own rabies shots.
Some dogs run loose, and they all bark all night, both a violation of county code.
Someone from over that direction dumped some problem dogs that killed a neighbor's chicken in other areas of the county.
Had our prosecutor taken starving a dog to death seriously the man would never have been allowed to have animals again. We have good animal control laws, we just need to get serious, train the animal control officers, and enforce the laws. When our officials let people who kill or abuse animals off the hook they just continue the problem for many years. It costs us all aggravation and we run up a bigger bill cleaning up their messes or watching them after them for years.
The county should run an ad in the paper weekly and the herald Gazette shouldnt charge them a dime for a 8x8 spot in there for turning in animal abuse. This is a common problem now days.
I would venture to say there should be some type of reward also for mis treated animals if the person is convicted.

I don't get these people, (neighbor's or who ever) that know such a thing is happening and does not do a thing. If you see and know it is happening, don't you think that you are a part of it happening if you don't do something about it. please don't just walk away.
Most people who will make complaints about negelect and abuse are more concerned about anonymity, so perhaps a phone service to take anonymous calls would be a good idea.
Just getting people involved and watching and telling because it's the right thing to do would be huge.
Of course money is a GREAT MOTIVATOR!

Hooray that the dog was found and the low life criminal was caught, I would like to know if the officers (don't get me wrong I am not trying to bash the officers) had seen to it that it received the medical attention that was needed and if not, why? And if not why are there not laws stating that when an animal or animals that are found in this sort of condition, or any abused condition due to the fault of the owner or caretaker, then why is there not a law that states the animal "will" be taken to be checked out and given proper treatment at the expense of the owner or caretaker that was at fault, on top of the full extent of the abuse charges. I ask all would this not help stop maybe some of this abuse if they are charged extra costs to see if the animal is ok? But nothing works when there are plea bargains at hand.
Yes, the dog was taken to the vet. It had reached the point of no return, not only starvation, but heavy parasite infection and organ failure. Lamar County Sgt. Ellington and inmates at the jail cared for the dog in a loving and gentle manner.
I want to know why the neighbors did not report this to authorities sooner. You know the poor soul suffered for weeks, and surely somebody noticed the noise he must have made.
Another unenforcable law with a uncollectible fine will not deter animal abuse and negelect. The mindset of some of these posters who are not appalled and disgusted by this story is the biggest obstruction.
Instead of posing questions in a critical manner, we, as a community, should rally behind law enforcement and encourage a more proactive climate of arrest and prosecution of offenders.
Only when humane treatment of animals becomes part of the collective conscience of the community changes will things change.

and it is the local sheriff's department job to enforce them. They did in this case.
I would like to see local codes beefed up to include cruelty and neglect, address chaining and confinement, shelter, food and water.
This would give animal control officers independance to enforce these codes. Checking rabies innoculations on all dogs would alert to neglect, and safegard public health.
Proposals and suggestions are being made, and will be taken to the full commission. Adding your input and voicing your support of change is invaluable.
