Wow, as they say, the proof is in the pudding. The American Flag was let out for the snow storm instead of being taken down and stored properly for inclement weather.
You obviously didn't drive through the 341/36 intersection around 6am, it was almost completely covered in ice and if you had to come to a complete stop on either side of 36, it was difficult to get traction to start moving again. Upson Co. had trucks out spreading salt on Hwy 36 all the way to the Lamar line, I didn't see any of the same activity by Lamar while I was driving my wife to work Sat. morning. The roads weren't terrible but certain spots were icy and potentially dangerous.
Most of the flags would be of a Nylon blend and they are considered all weather flags. Most towns and cities use these because they also happen to be the cheapest to buy and replace.

U.S. Code Title 36 Chapter 10 Section 174 paragraph (c) titled Inclement Weather reads
"The flag should not be displayed on days when the weather is inclement, except when an all weather flag is displayed."
No idea if the city flies an all weather flag...
