A Redbone man has been charged in the shooting of Jimi, a Griffin Police Department K9 assigned to Officer Chad Moxon, here in November.

If Ms. Pippin were still tax commissioner, Waller would have never let this investigation go this far. I am surprised it did anyways. He must have been kept out of the loop until charges were filed. Now, the question is, will DA Milam prosecute?

First of all Jimi is not just a dog. Jimi is a highly trained police dog that was this officer's partner. If it wasn't for police officers and there K-9s we would have more drugs than what there is on the streets killing our children, family, and those who are close to us. Jimi was also trained to find explosives and cadavers. What would you do if you got the news that a bomb exploded in a school, your child was killed? What if you had a loved one that was lost or had a criminal loose in the area? A K-9 is also trained to seek out those people whether they are dead or alive. I know Jimi enough to know he is not aggressive. Children and grown people at schools and public places could get close to him. To whom it may concern, I hope that before you open your mouth about seeking out those who have committed this senseless act is a bunch of crap, you will think about what you are saying. I, Jonathan Tolbert, hope that those involved, if found guilty, will be punished to the full extent of the law!

Hmmm....back when this story first broke I knew there were a lot of holes in the initial theory of a scorned criminal shooting the dogs.

This area of the county is plagued with a huge coyote problem. I can completely understand how this dog could have been shot. However, I would have called the authoroties if I discovered that a police dog was involved.

Farmers and landowners have a right to protect their families, property and livestock from these dangerous animals. They attack in large packs and will attack a child without thinking.

Kevin is a great kid and if anyone cares to remember, he was training with the Navy Seals and was on home on leave when a drunk driver nearly killed him and left him with a brain injury and ruined his career as a Navy Seal.

Kevin and family, we will be praying for you.

I agree, I know they have killed a calf of ours, and when I feed cows at night I can hear the coyotes barking and howling. I personally if one was on my farmland and threatening my livestock would shoot it. I would however call the Sherriff and tell him, as opposed to washing the dog, and then putting it out beside Rock Quarry Rd trying to make it look like it had been hit by a car--because I was well within my rights to shoot a threat to my livestock. How does Sauny fit in this picture?

Huge coyote problem out here as well as stray dogs that get dropped off out here all the time. It was just an unfortunate event/poor judgement call when they shot the dog as I have no doubt had they known it was a police dog they would not have shot it. The crime was committed when they proceeded to cover it up. Horrible judgement call on their part!

Second, who cares if he was in training to be a Navy Seal, that has nothing to do with it!!! He aint that great of a kid to do this and cover it up with his mom... Wonder what kind of stuff she covered up while she was tax commissioner? I was Jimi's first handler, he was not an aggressive dog at all! He was a big baby. Sounds like someone did not pay their property tax. You sound bitter over the Pippins success for working hard all their life. People saw the 2 (k-9???) dogs roaming the community and roads prior to the shooting. They appeared to be in poor physical condition. What kind of owner shows this kind of neglect towards his friend and partner? There were no tags at all on the dogs identifying them to anyone(k-9,name,or rabies).If you were the previous handler, you did a poor job! These dogs were starving, thin, and very aggressive. It makes me sick to my stomach to know how these dogs were treated by their owner!! I am happy that Jimmy is in a better place. I hope the real story comes out so people will know the truth instead of what the media has feed them.

this just goes to show how ignorant people are. I know chad and his entire family and anyone in lamar county who knows them knows they would probably starve themselves before they'd let one of their dogs starve. My daddy always said geraldine was crooked as hell and this just proves it. It doesn't matter what the circumstances were that lead up to the dog getting shot, the fact remains that THIS CASE WAS COVERED ON STATEWIDE NEWS CHANNELS and they knew it. "IF" and that's a big IF, they didn't know they'd shot a police K9 at the time, they did know by the end of that day and they should've called Waller and reported it, not covered it up. That's the crime. And Geraldine should be ashamed. Joe Buice didn't cover it up when his son got in trouble, he made him sit in county jail and DIDN'T bond him out. THAT'S setting the example and serving the people. Do the crime, do the time. And I hope they do.

also, if u and the community seen the dogs roaming around and everyone knew they were looking for these dogs why didn't you report it? hmmmmmm.... and i believe the tags were taken off by the guy who shot them, right? They were missing for a few days before they found them so when they "wandered" into this man's yard, knowing this information, he should've called proper authorities rather than grab a gun,even if he thought they were coyotes. They probably sniffed out his stash is why they wandered in his yard. ever investigate that possibility?

I have always paid my property tax, so don't know who you meant that comment for. Second, why would anyone be jealous of a crooked family??? Third, he was taken care of very well. If that weren't the case, then the vet or someone at the police department would have said something. Dogs get loose all the time, that is not an error on anyones part. Josh,

I like to shoot coyotes with a long range rifle anywhere from 150-350 yards away. I don't see tags or collars from this distance. I just know this dog does not belong on my property and it is the size of a coyote. I just do my best to take it down quickly and to try to avoid a gut shot. I have killed a nice solid black coyote in southern Lamar County that I was able to trade for taxidermy work. There are many packs over 30 strong in this area. Sorry a police dog was killed, but he should not have been loose.

If I understand, this dog cost several thousands of dollars (all from donations), is of tip top quality and is trained in CRIMINAL apprehension. For you uneducated this means that he will only attack on command and that command is usually in a foreign language. The are NOT trained to attack even when provoked, unless the command is given. So, while I doubt Moxon was "bragging" about these incidences you say occured, I'm sure they were to either save a life of a police office or victim or to apprehend a criminal that could not be apprehended by other means. If you do not agree with this form of apprehension then I suggest you take that up with the thousands of departments in the US that use it and will, more than likely, tell you to kiss off.

Well they should have told the proper authorities when they realized that it was a dog that was being looked for.
On the other hand, many many dogs get shot for being on other peoples property. Im not saying that it is right but it happens all the time.

investigators turned up nothing except that the dogs had escaped not that someone had stolen them. That was why the insurance on Chad's dog wouldnt pay and he had to try to raise funds like through Rock Springs to replace the dog. They didnt "solve" this crime, the girl confessed and then Pippin turned himself in and confessed too. The one dog who had been shot as well was found at a neighbors home, the other one was dumped on Rock Quarry Rd. The only thing I dont understand is why the Pippins didnt just call the LCSO and tell them that they had shot loose dogs on their farm?

I agree with you H.B.; but less we forget that Moxon had another german shepard by the name of Yager that was beaten almost to death and he came to the scene on Rock Quarry Rd. where they found the body of Jimi. Yager was taken to a vet in Barnesville and he survived. To me this blows the hell out of the coyote theory.

If I'm not mistaken, that officer lives on Zellner Rd less than a mile driving distane from The Pippins. I am only sorry that they did not come forward immediately, rather than being caught 3 months later. This officer and the Griffin Police dept have been through the ringer and all of this could have been avoided if they confessed to the incidence earlier.

why would you pray for his family? That's just stupid. My kids would run around with these dogs and Chads parents house. There was not a mean bone in there body. Like Officer Moxon had said before he knew who kill his partner "i want to see them behind bars." I am a deer hunter and dogs come by me all the time. Yes they scare away my deer but I'm not go to kill them. This is sad. also the dogs really weren't that far from there home. If you knew where chad lived then you would know it wasn't far at all.. Also they knew it was a K-9 officer they removed the tags. If it was a mistake why didn't they come out and say that??? But instead they dumped them on the side of a road like trash. I hope they all rot in jail. They kill not only chads partner but his friend.

And that my friend is the difference between a hunter and a farmer. A hunter, who doesn't have livestock might just see a dog running through a pasture full of calves and let it pass. A farmer who sees a dog running through a field , or especially more than one (aka "a pack") sees a mortal threat to his livestock and livelihood, and the farmer is going to (rightly) shoot those dogs. Anyone who lives in the country, near people who have cattle, and who does not keep his dogs pinned up, should expect that his dogs will eventually be shot. And in the opinion of this farmer, it is the owner of the dogs who are the ones that should be held criminally responsible. Not only are they the ones who neglected to care for their dogs by keeping them properly secured ON THEIR PROPERTY, but they have recklessly endangered both their neighbors and their neighbors' property (livestock) by their carelessness. In my opinion, the sheriff locked up the wrong ones this time. The dog owner should be held accountable.

My family has been in the cattle business for more than 50 years in this county. I have seen a lot of "family dogs" chase down and KILL my family's cows and baby calves. I have seen many a "family dog" shot for it, and a great majority of those were German Shepherds or German Shepherd mixes. Anyone with any experience in the cattle business will tell you the exact same thing. if people would keep their dogs secured on their own property this kind of thing wouldn't happen. Seems like we could expect more from a highly trained law enforcement professional. I'm sorry to see all of our tax dollars that paid for all of that advanced k-9 training didn't included any lessons on how to properly latch the kennel door.

OK, you opened this can of worms. Let's go with it.

-How did the dogs ACTUALLY get loose from their confinement? The initial report was "criminals had kidnapped them". Now we learn they were loose on the Pippin's property. State law allows livestock owners to kill loose dogs on sight.

-If the Griffin officer was negligent in keeping the dogs properly confined, why is it Pippin's fault that he defended his property?

-I have killed several dogs after my livestock. Both Sheriff's Buice and Waller told me I was fully within my rights to do so. Seeing the reaction of our worthless sheriff, I can hardly blame the Pippins for their reaction after discovering this was a trained ATTACK dog. How are these loose dogs any different than any other dog except for the insignificant fact they were owned by the Griffin Police Department? Fail to keep your dog secured on your property and state law says you just might not get it back alive.

More information needs to come out, but right now I have severe problems with Waller's actions. They tend to remind me of his stunt in Milner with the officer shooting incident that turned out not be anything like originally thought. The citizens of Lamar County need to keep an intensely close watch on what transpires with this.

It does not matter whether they shot the dog. What DOES MATTER is they knew this was a police investigation and they failed to come forward. If they are innocent and had a right to shoot the dog, then why did they keep quiet? That should be your question.

Perhaps one of the many pastures the dogs rampaged through was fortunate to have a mule among the cattle? A good mule is more than a match for a dog. In any event, if the dogs' sorry owner had the dogs locked up in his own yard, where they belonged, then they'd be just fine today.

If I fail to lock the back door to my house, and my toddler gets out and into the road and gets hit by a car (even if by a drunk driver), I'm going to get charged with child neglect or, more likely, cruelty to children. Why is the dog-owner not accountable the same way? I'd love to hear an animal-lover's thoughts on that question.

Probably b/c they have seen how cops have such a lynch-everyone mentality when it comes to protecting (or getting revenge for) their own, even if their own happens to be a dog. No one really believes that the Pippins wouldn't have been charged/scape-goated for shooting the dogs if they'd come forward in the first place, do they? Seriously, these days even if you make an honest mistake, if you own up to it and try to do the right thing, you still get treated like a common criminal. At least now we know Moxon & the cops lied about the dogs being stolen. If you want to talk about people being dishonest and not forthright about their actions, then why didn't the Moxon & the cops just say he didn't properly secure the dogs in the first place, rather than making up some convoluted lie about them being "stolen" out of his yard by some criminal hell-bent on revenge? Seems to me like both sides could stand to be a little more honest & forthright about their actions and words.

It looks like some of you are coming up with excuses for the pippins. Neither dog looks like a
coyote. I think they had complete knowledge about these dogs and of course tried to cover up their crime. If they were protecting livestock, then why not call the sheriffs dept? Anyone that will shoot, beat and kill an animal should rot in hell. There are just cruel people in this world. Im sure Mr. Moxon would love the dog tags back.

Who knows? If the DA is a smart guy, he'll realize this county has many livestock owners that constantly deal with this problem. It is very unlikely a jury will be seated that doesn't have at least one person that has done the same thing as Pippin.

You can't have good understanding of this issue until you have paid the vet a couple of hundred dollars to euthanize animals with their throats torn out. Besides the financial loss, watching the extreme suffering caused by loose so called pet dogs is not something you want to do.

Despite the attempts to portray these loose dogs as police officers, they certainly are not. Griffin PD should secure these animals at the police station and not at an officer's home. This entire affair is a crystal clear reason why.

The only problem with securing the animals at the precinct is they will not develop the proper relationships with their handlers and will not respond if they are not included as a part of the "pack" or family unit. It has been tried that way and failed horribly.

First, the Pippins do own a single cow, at least they do not have any on or near their property. Second, I do recall seeing 2 bloodhounds leisurely lying in the road several times while on my way to work. Did I have a right to shoot those dogs because they were endangering my life and my vehicle? Third, Jimi was not trained as an attack dog. To my understanding, Jimi and Officer Moxon performed many demonstrations at local schools where the children were allowed to pet and play with this "vicious attack dog." And fourth, according to reports, nobody knows how the dogs got out of the kennel. To say the owner should be arrested is pure ignorance! The fact is these people covered up their misjudgment in more ways than one. Yes accidents happen, but why conceal such as accident?

It has been undetermined how the dogs got out. Was omeone trying to steal them? Are they just so brilliant that they opened the gate themselves? Anyone who owns dogs knows that they may get out of their pen just like anyone who owns cattle knows that their livestock may get out one way or another, often into a roadway. So next time I have to dodge a dang cow I have the right to get out of my car and shoot it bc it put my life at risk?

for real. i live in the city now but growing up i lived in the county in the vicinity of where all this happened.there is a cow pasture across from my parents house and those cows would find their way to our yard all the time.i dont think the owner of those cows would have appreciated it very much if we had shot their cow.being nice neighbors we would call them and tell them to come get their cow.come to think of it the owner of those cows is close to the situation at hand.gotta think about the shoe being on the other foot dont ya.

Everybody here is forgetting one aspect of this case. Why did Officer Moxen lie about the dogs being kidnapped and tire tracks leading up to the kennel? If it is ok for law enforcement to lie, i could understand why the pippin's were afraid to come forth. Officer Moxen neglected his dogs and was trying to cover up his own mistakes. When a Police Officer betrays the publics trust by lying, how would people feel safe to come forward with any information about the dogs? The focus on the Pippins need to be switched to Officer Moxon, who himself betrayed the public by lying and mistreating his animals. How is Kevin Pippin charged with aggrevated cruelty to animals for protecting his family. A dog that has been starved or neglected will become aggressive no matter what their traning. I'd like to know just what authority we have that the second dog was actually "beaten"? Much less that it was beaten/injured by the same individual(s) that shot the first dog? The idea that someone was able to savagely beat a trained police dog without having it thoroughly restrained is laughable to anyone who is remotely familiar with these animals capabilities. the problem to me isnt that they shot the dogs if they were being a problem on their property, it is that they WASTED the time and county resources looking for a dog that they knew was dead. They owed it to the owner of the dog to be a man, be a woman and come forward and say, "I am so sorry for the loss of your dog, we shot him because he/they were a problem on our property that day. I see 2 issues here.
1. The dogs may not have been as secured as they should have been and a cover-up was attempted by saying they were dognapped. Wrong thing to do.

You can't be charged with "killing a cop" unless you knew it was a cop when you killed him. When a dog is miles away from the nearest uniformed officer or patrol car, and doesn't have an "I'm a police dog" vest on, there's no way to identify him as a cop. Jimi did have tags on I know for a fact that the tags can be seen from a distance. After he shot Jimi he removed the tags so he then knew that Jimi was a police officer and the fact that he did not report the incident should be enough. If it was a simple case of "this dog that looked like a coyote wondered onto my property so I shot it" then the incident should have been reported and NOT covered up, futhermore he should have come clean when the story broke out on the news, in the paper, and when our neighbors started to go door to door. Ang just because you can see that there is a tag on a dog, it hardly means you have any chance of being able to read teh tag from more than a few feet away. Jimi was never without his tags until he was MURDERED. Get real, a dog is a dog is a dog. This was a loose dog trained to attack on command. It was out of the control of it's handler and a clear and present danger. An animal cannot be consider an "officer of the law" since it has no reasoning ability.

Pippin is reported as saying the animal acted in an aggressive manner ON HER PROPERTY. Regardless of any other irrelevant political aspects introduced here, that fact as presented thus far has not changed. Don't want your dog killed? Officer Moxon never once said the dogs were taken. He did say that it was "suspected" because of the tire tracks going through his back yard, which he still has pictures of. Chad told me on several occassions that hes not sure what happened, but has to suspect foul play because of the obvious cover up. And I can assure you that Jimi was anything but thin. He was well over 90 pounds.

And just exactly how close would one have to be to one of these dogs to actually read or make out what was on the tags if the dogs were collared at the time they were shot? I have trouble reading my dogs' tags sometimes when I'm holding them in my hand. I can't imagine trying to make out what was stamped on a tag from a few away on a moving animal. My point being, just because the dogs MIGHT have been tagged & collared, I still don't see how that would readliy identify them as "police" dogs to anyone who came across them apart from their uniformed officer.

FYI, drug dogs are trained to defend their handler by attacking at the first sign of agression or sight of a weapon. They don't have to be called or commanded, if they percieve a threat to their handler they will attack. Chad refused to accept free dog food from his department because his sister, who just graduated vet school, recomended a better dog food. Did the dog really try to attack her and her grandson? If that was the case, then why try to cover it up? It doesnt make sense. Personally, I can think of no good excuse for the cover up, much less disposing of the body to make it look like it had been hit by a car. Sounds like BS to me!!

Today's print edition of the GRIFFIN DAILY NEWS has our illustrious sheriff quoted.

"Waller said investigators have confirmed that the dogs apparently strayed from the police officer's property.

When asked how investigators were able to confirm Jimi was not stolen, Waller said, "We got some information from the source that gave us some leads on it and we followed up on it. We investigated who was responsible for it and we have not charged anyone with theft. They (Jimi and Yager) were not stolen."

So we go from criminal kidnapping to negligent loss of the dogs, and now our sheriff wants to charge these people with aggravated animal abuse? Yeah, good plan. Let me be on the jury and I fix that plan good.

Now, will Moxon be disciplined by the Griffin PD for failing to secure the dogs? I'm not holding my breath.

my family lives out in the same general area and if we shot every dog that came in our yard we would have a mass grave yard... you live in the county i don't think they have leash laws... yes you should contain your animals, but they are animals and animals are intended to roam and scour about... if the dogs got out which is quite possible who is not to say they didn't catch a scent and follow it? my neighbors dog one time was found almost 5 miles from his home after he got out... if they felt threatened they should have called the law and reported it... everyone knew what those dogs looked like there were flier's posted up everywhere in that community... someone is not fessing up to something but hopefully the truth will come out and justice be prevailed... my dog runs free all day long where i live she visits neighbors houses all the time, i have never once had a complaint about her or told she was vicious... the only thing she attacks in squirrels...

The county does have leash laws. It is pure fabrication that they do not. The county has decided to not enforce leash laws. If the county enforced the leash laws there would not be so many stray dogs. People would be less aggressive at dealing with dogs. I'm sorry but any half blind idiot can see that animal pictured is not a coyote. There is no way to confuse that animal with one even at a distance of over 300 yards. Lies are being told and that's obvious. Whoever shot that dog knows they shot a dog. They may have not known the dog but, they knew without a doubt that it was a dog. That should go down as an intentional shooting.

I know nothing will ever bring that dog back and it's impossible to replace a friend. And I think police K-9s cost anywhere from 20 K to 50 K depending on their qualifications. I hope the people are held financially liable and are forced to pay for the dog’s replacement. On top of that I hope they are forced to pay damages to the owner. I think they should be required to do an amount of community service time working ASPCA or for a Veterinarian.

There’s just no excuse for this.

OK, when did Waller discover the animals were not stolen? Why didn't he announce the fact they were simply lost and would anyone that knew anything come forward?

Instead, Waller continued the myth that these animals were stolen by a "criminal" and a reward for information leading to the arrest of same "criminal" remained in place. He then charges someone that legally shot a loose dangerous animal(see Youtube video above)that was negligently allowed to escape.

This is what you voted for as sheriff Lamar. Remember all this come 2012.

Pippin should have allowed the beast to bite. He would have owned the City of Griffin for negligence.

Another question. Will Moxon be required to keep his new replacement dangerous animal in a locked area to avoid a repeat of his negligence? If not, he should not be allowed to keep these animals in Lamar County any longer.

No one ever said that the dogs were stolen. They said it was suspected due to the tire tracks in Moxen's yard and the fact that the kennel gate was open. All we know now is that the people who killed the dog did not take them from their kennel. Anyone who has ever owned any type of animal should know that they get out of their pen from time to time. Also, wasnt there a fisherman at the Pipin's pond that saw the dogs that day? Didnt he say that the dogs were very friendly?

It was said the dogs were believed to be stolen, however...the LCSO refused to classify the dogs as stolen and could not prove that they had. They actually were of the opinion that the dogs had escaped. This is why the insurance that was in place on the K9 would not pay for Jimi, and he was bought for out of donations from people.

I am a friend of both families. I know the Moxons have no hard feelings toward the Pippins and have nothing but good things to say about them and I know the Pippins did not do this intentionally. The Moxons only wish that they would have come forward so they, being the Moxons AND the Pippins, wouldn't have had to go through this ordeal for so long. I'm sure they will work this out in a cordial manner and remain friends. If you go back through the archives you will see that Moxon never once accused the Pippins or anyone for that matter, of stealing his dogs. From what I have read, Officer Moxon stated that there were tire tracks in his yard and the fence was open and tampered with. I'm sure several people would agree that this would look suspicious given that one's dogs are missing. To say that Moxon should be charged is rediculous, especially seeing as how we do not know if the dogs got out on their own or were let out. If Moxon is charged with a crime for having his dogs in a fence in his back yard from time to time, then it would be safe to say that every pet owner who's dogs run away after escaping from a fence should also be charged. I also do not think that the Pippins should be charged with shooting a police K9 as they had no way of knowing he was a police K9. It seems as though people on this blog are instigating further turmoil, or maybe have not done anything they regret.

I was told, and I'm sure this can be verified, that the dog was shot in the ABDOMEN, from the SIDE. If a dog is coming at you, or "attacking you," would you not, more than likely shoot the dog in the face, chest, or even the underbelly??? Good question I think because it seems to me like the dog might have been running, standing, lying, anything but jumping on you to have shot it in the side. I could be wrong, but this seems unlikely.

What I don't understand is that a dog trained to kill can get out of it's pen and threaten a person and get killed and it's investigated to the HILT. First, you are repsonsible to keep your dog contained. Especially if it is k-9 dog. I have a ex-police dog, he is very sweet, when I am around. If I am not in his presence he is aggressive. He has not attempted to bite anyone but I would not put it past him. The handler was responsible for keeping the dogs secured. The dog should not have been on the property but I would not have hid the fact that I shot it. The dog was in the wrong.

Since these dogs were kept in a pen outside your home, exactly as officer Moxon's dogs were, I'm assuming that you will disagree with me when I say that you should be charged with negligence or whatever it is you deceptive people want to charge Moxon with. No I do not think you at fault in the deaths or your dogs anymore than I think he is at fault for the death of his police K9. First off, a police dog is not a trained ATTACK dog. They are trained to attack on command or if their handler is in danger, not to just randomly go and bite people. Second, the officer who took responsibility for such a valued creature should have done more to make sure their enclosure was safe. German Shepherds are high-drive dogs and are NOT content to stay in a pen. They're working dogs. I doubt it's the first time they've been loose. The officer failed to secure the dogs. I seriously doubt that the dog was threatening Ms. Pippin. Police dogs don't just threaten, they follow through. She wouldn't have been able to get away so that in and of itself is a lie.

Question..if someone supposedly comes on your property and you shoot them in self defense and dump the body, should you not be charged with murder because there is no proof that person was a threat to you or your family? So was it a police department's dog that was killed or not? If so, did it properly identify itself as a police dog with some type of markings?

Also, if someone doesn't have a warrant for their arrest, and you aren't hiding them, then you do not have to voluntarily up and come forward with information about something. Especially if you are involved, thats what the 5th amendment is for.

Many problem like this, and similar problems where people have pets killed, are because the county does not enforce the leash laws they already have on the books. The county allows dogs and cats to be problems until the animals pack around or become such a problem that someone gets fed up or gets conditioned to kill the animals. They don't check for or enforce rabies vacinations even though state law mandates they do, they don't enforce other animal control laws on the books.

The result of this is Lamar county is like the wild west. The easiest solution is to just shoot the stray animal and claim it "came at me" if you are caught. The county wants it this way.

If the county did animal control using the laws they already have (and did what state laws mandate) and made sure pets had their shots people would be less likely to just shoot every stray animal they see.

Stuff like this is the direct result of a small problem being allowed to fester until people get the mindset they have to take the law into their own hands. Poisoning neighbor's pets and shooting stray dogs will increase as every fool in the county decides to do his own animal control by his own law, because the county does not do its job.

Lots of truth in what you say above. But, you leave out some important points.

State law allows for deadly force to be employed against stray dogs chasing livestock. The current sheriff has told citizens they can and should shoot these strays.

I hardly think calling people defending their property names such as "fools" is accurate or called for. Not when the sheriff has told citizens they can and should shoot these strays. Except, it would appear, when they are considered "police officers". Then you get charged with a serious offense. Despite the fact these dogs are shown to be capable of biting your face off!(see Youtube vid link above)

It is my hope that Scoop will dig into this incident deeper and closely question our elected officials about their responses and future plans to prevent a recurrence.

If these dangerous animals were negligently allowed to escape their confinement and Sheriff Waller plans to charge anyone that shoots them with serious crimes, our county commissioners need to prohibit keeping them at private residences, most especially when out of county agencies such as the Griffin Police Department are involved.

Responding to #109...With out question one of the most intelligent statements I have read on this issues so far. The police officer involved here bares some of the burden and responsibility here also...like it or not...he knows how dangerous a trained attack dog can be...it is therefore his responsibility to care for the dog and protect his neighbors from it. The animal should have never been allowed to roam...it was not a one time event....they have been out causing trouble in the area before. I am more surprised that someone has not taken action before now.

#105. You are correct. Someone keeps stating the fact that these dogs were not trained to attack. They are protective dogs, ask anyone who owns one as I do. My dog would not attack anyone if I was around but I couldn't say he wouldn't If I wasn't. That is really not the point. The dogs can climb a 6ft fence. I am sure he didn't intend for them to get out but they did. They wander off and unfortunately got killed. Only crime would be that they did not come forward when they realized it was the missing dogs, just poor judgement.

In order for a dog to make it through training as a drug, or bomb dog, he must have a high play drive. He has to be interested in playing at all times, if not he couldn't be called on day or night, as needed for searches. They will have a favorite toy that is laced with the smell of various drugs, or explosive material. So in reality they are just looking for their toy, not drugs. We would like to think they are intelligent enough to know that drugs and bombs, equal bad people, but thats just not how it works. The most playful puppy in a litter is the one that will be chosen for this type of training.
Jimi had no attack training, he was simply to playful. This is why Chad and Jimi were chosen to do demonstrations at schools. With children loving on, and playing with Jimi, the liability would have been to great, if he was aggressive.
Some people are afraid of dogs, I'm not, but I am afraid of snakes. If a snake was in my yard, around my child, or any child, for that matter, I would have shot it. It may have been your pet, and a very friendly snake. But I would have been scared, and would have killed it. I think that it is very likely, that this is what happened to Jimi. Just a scared grandmother protecting her grandchild from what she thought was danger.

Property that was destroyed and who's destruction was covered up for FOUR months by the wrong doers and, in my opinion, probably the LCSO. So, my friend, he was not better than your family pet as far as the attributes of a common dog goes. The fact that remains is, one way or the other this dog was shot, stripped of his identifying collars and left in a ditch after these people discovered they're doings needed to be covered up (dead give away that it wasn't a good shoot). I also believe that they would not have confessed their cover up for their "good shoot" if the tip did not come in and the GBI didn't get involved which makes them all the more guilty. If your pet was shot, an investigation was opened and people withheld evidence throughout the investigation, they too would be charged with these crimes. So keep you word vomit to yourself.

I've known Kevin for 20 + years, he's a great guy and I'm positive there was no malicious intent here. In fact, Kevin is a dog owner himself and has always loved dogs. The last time he came up to visit my family, our Black Lab warmed up to Kevin immediately - our dog loved him like he was part of the family and Kevin loved our dog. This story is getting way too much attention simply because the dog was part of the department. I know the dog owner is hurt, and I would be too, but lets not make a mountain out of a mole hill. It's what they did next that defines their character much more than any of this "he's a nice guy I have known 20+ years BS" you are serving up. Several years ago we had a pack of wild dogs running in our area. They killed at least one cow and were just running wild. When we called the SO about it we were told to just shoot the animals if they posed a threat. We are very cautious of stray dogs because many of them are hungry and get aggressive. When the kids tell me there is a stray dog the first thing I do is grab my pistol and if its agressive or acting very oddly it becomes a dead animal. SO won't do a thing about strays and god knows that animal control in this county is a Joke and a half. Trying to cover it up and lie about what happened was wrong. But I can't say if in the same position I wouldn't have done the same thing.

People keep your animals properly secured and this won't be a problem. Do you think that if I had an animal that highly trained and had of had that kind of money spent on him do you think I would just keep him outside. NO WAY!!

I just don't get why people can't understand that the crime here wasn't in shooting the dog IF it was being a threat to Geraldine and her livestock. The crime came into play when upon realization that they had killed Chad's K9 they went about covering it up. Why couldn't they have just picked up the phone, called animal control and told them that they had just shot an agressive dog on their property and asked them to come remove it from their property. They could've even called the sheriff's office to report they shot a dog. Then, when Moxon reported his dog missing, perhaps it wouldn't have taken so long to find out what happened to the dog.

There is no excuse for what they did. Do you think Geraldine Pippin would be defending any other regular citizen who tampered with evidence or failed to report what they knew about an investigation involving her family or property? I doubt it. They are accustomed to being "special citizens" in our little town of Barnesville where some are far more important than others. I just hope this proves that none of those "important people" sitting up on their pedestals are no more above breaking the law than the rest of us not so important citizens.

invoking one's 5th amendment right doesn't make them any less guilty. It's just a way of getting around admitting what you did. They killed the damn dog. They covered it up. There was a police investigation into the whereabouts of the dog. They knew the entire time where the dog was because they killed it. They hindered the investigation which in turn will cost the tax payers money for time spent investigating a case that could have been closed immediately IF they had come forward and confessed. They should have to pay the tax payers back. And no, I'm not a lawyer, wouldn't want to be one, too many tricks in that trade to bamboozle the general public into believing made up bs that lets criminals walk free.

The LCSO now appears to have told multiple folks that it was just fine to shoot strays. Now our illustrious sheriff is attempting to charge someone for "aggravated animal abuse" for doing the very thing they advised.

Interesting. Especially when they try to pick a jury for this, should it go that far.

But remember, this is the same guy that pulled a man asleep in his bed out to face charges for something he didn't do on the word of a "brother officer" in Milner. Spent nearly a year in jail and had his life ruined by this man, our "Brought Back" sheriff.

Now, he would have us believe these people who killed a dangerous animal ON THEIR OWN PROPERTY have committed a crime. Given his "performance" in Milner, I have doubts about his credibility regarding this incident.

For all the wailing about the Pippins, where is the outcry against the police officer's negligence for allowing the release of the animals in the first place? What assurance do we have that it won't happen again?

Law enforcement agencies supply there K-9 officers with the outdoor kennels in which they keep there dogs. So unless you want to go after the manufactor of these kennels, I think your wasting your time on trying to blame any officer, it they fail to succure the dogs.

I'm just saying that Chad put the dogs in the kennel and fastened the gate, anything that happened beyond that was out of his control. And how do we know how the dogs got out anyway? We don't know if there was a defect in the kennel design. There were tire tracks in the yard that didn't belong to Moxon or his wife, could someone have opened the gate? My point is that had the dogs coused harm to someone or their property, Chad would have been responsible for the cost of the damage. But he was in no was negligent in securing his dogs.

K-9 officers spend a lot of time riding in the back of a patrol car, they are then kept inside the officers homes at night. I believe that they need some time off duty, to just be dogs, and play, or relax in there kennels, outdoors.
I have hunting dogs,and have spent several thousand dollars in training for some of them. I keep them in outside kennels, but from time to time, they do manage to get out. Beleve me, due to the cost of replacing them if lost,I try to prevent this from happening. But it does happen!!!

To answer this question, probably none. But these K-9's are one of the best defenses we have at removing drugs from our streets, and not to mention locating bombs in our schools. Before Jimi's unfortunate death, he located thousands of dollars worth of drugs, that could have made it to our children. He also tracked down, and was responsible for the capture of some armed home intruders. It could have been your home that was next on ther list, to bust the door down, and hold you at gun point while robbing you. Dogs will sometimes excape from there kennels, if this is what happened, but that is a risk well worth taking.

Because theirs no GA law for dogs trespassing, unless said dog is in heat (which is covered under GA 4-8-6). If someone’s animal comes on your property and harms you or your livestock then the animal’s owner can be held accountable civilly ( under GA 4-8-4) but not criminally. Not taking any sides here, just stating the facts. The only people who broke any laws are the people who killed the dog, removed the collar/ tag, covered up their actions because they new they made a mistake and then dumped the dog on the side of the roadway. #147.2 I hope you found this helpful.

I can't tell you how many calls have gone to the SO about packs of dogs when we had them around here and not a single one of them was responded to. My dad actually killed one of them that went after him and then did the SO want to say something. But did the people who the dog belong to face any charges for having their dog at large and trying to attack someone. NOPE!!! I don't know what the sheriff and others are telling people about how to deal with their dog problems but this is what I always told them.I have always advised them that they have a right to protect themselves and their property and to do what ever they saw fit to protect and the law does say they have the right to do so.Never once did I tell any one to shoot and animal because of misunderstndings just like this.Simple trespassing does not justify shooting an animal.A simple rule is you need to be able to articulate and justify your actions no matter what.

A county attorney suggesting that I should sue his employeer
(THE COUNTY)for the rights they violated but she should not go to jail. Sounds like the county's attorney wants the tax payers to pay for the official misconduct and violations of Oaths of office of employees and not let the quilty lawbreakers pay for their screwups by doing jail time or losing their jobs! What in the heck is wrong with this picture? If everyone who has been violated to such a degree sues this county instead of the actual person it will not be long before the county is broke? Who will pay this attorney then? When a judge makes a ruling on behalf of a party to their favor but then the defense speaks up and wants to present a case after the judgment, They have already forfited their right to testify! They judge can't say ok.. well I am ruling for you and then the county wants to present testimony because they lost... so now since I made a judgement on your behalf against the county not for the county they can now testify and I will change my mind and side for them.... NO THEY CAN'T LOSE THE CASE THEN DECIDE TO PERJURE THEMSELVES and then have the judge change his mind. The case was decided already!!! That is like a felon who doesn't want to incriminate himself by testifying... UNLESS HE LOSES!! DUH IT"S TOO LATE THEN!! But people it happened here in our courts just that way. Then the judge changed his verdict... So next time you go to court, think about holding out your testimony until you lose then ask the judge to change his verdict after you present perjuried testimony and see if he changes his mind for you like he did for the county employees? I bet my hat, a-- and boots it don't happen for you the way it did for them. It is against the law to permit testimony after the judgement because you lost to try to save your butt!! Not to mention before the case began, the judge, the county attorney and the clerk were in his chambers ALONE having Ex Parte communication without ME when I arrived at the hearing!! They all came out of the chambers like they had been doing nothing wrong!!! YOU CAN NOT talk to the judge before the hearing alone.. HE IS A JUDGE! AGAIN AGAINST THE LAW!! SO NOW I SUE THE JUDGE AND THE COUNTY!!! When I tried to talk to the judge about how to persue the prosecution he told me " I can't discuss it because it might come before me to decide the issue go to the GBI!" When I went to the GBI they say we won't investigate it unless a law enforcement or munincipality asks us to investgate it!" Why can the judge talk to them about it before trial but not me? OH by the way... Before the hearing commenced I was asked by the judge himself... "IS there any way we can settle this out of court?" Does that mean... will you take a bribe not to prosecute? Does that mean they were in his chambers discussing how much to offer me or that they were discussing the extent of her KNOWN GUILT? Or were they discussing "Don't testify and when you lose I will allow you to go back and testify and change my verdict? What were they discussing? WHO KNOWS AND WHO CARES THEY ALL BROKE THE LAW BEFORE AND AFTER THE VERDICT! THEY TRIED TO BRIBE ME NOT TO PROSECUTE THEN THEY BROKE THE LAW BY CHANGING THE VERDICT AFTER IT HAD BEEN MADE! EX PARTE COMMUNICATION WITH A JUDGE BEFORE A HEARING IS AGAINST THE LAW EVERY ONE KNOWS THAT!!!! Just like anyone would be, I was sick to my stomach when he allowed them to testify after the verdict then changed his verdict! Then on top of that he told the sheriff's dept to investgate the perjury but that never happened! He knew she was lying but decided in her behalf after the verdict was read! Anyone want to hear it? I have it on tape!! Oh and by the way the person who forged the document was arrested at the probable cause hearing but the grand jury no billed the case!!! WHY? She admitted she forged the document!! but if she was guilty then the CLERK WOULD BE TOO!dang another cover up!!! More reason for the DA not to present the case correctly to the grand jury because then they clerk would be guilty too and she would lose her job but the county attorney didn't want her to or think she should!!I should just sue the county... which is under way!!! I have a k-9 drug dog and he climbed out of my cattle trailer. If they want to get out they can, they are very smart dogs thats why the police department has them. This cattle trailer was completely closed in except for the small spaces at top. He climbed and squeezed through. It's bad for both families but hopefully they will be able to move on and not dwell on what ifs.

Lets look at the facts. Mr. Pippin shot a dog on his parents property that was tearing up her back porch and came at her in a aggressive manner. Mr. Pippin did not know this was a K-9 dog. That is a FACT, read the GBI statment in the Griffin paper. When did we put animal rights above humans. I can understand why the Pippins did not come forward after finding out it was a K-9, with all the "good cops" we have out there. If one of my dogs had done what this police dog did i would expect someone to shoot it and put it down. This is all a bunch of @##*! Come on people, over 300 comments about a dead dog.
