The assessed value on property has no impact on the total tax collected for the county! There is no overpayment or underpayment based on assessed value.
The tax rate is TOTAL COUNTY BUDGET DIVIDED BY ASSESSED VALUE EQUALS TAX RATE. If the assessed rate goes down, the tax rate goes up. If the assessed value goes up, the tax rate goes down.
The spending determines the amount of taxes collected NOT the assessed value!
If we are to have any real help on property tax issues, it needs to involve equal treatment by the counties. Henry Co. gives great tax breaks to elderly and disabled homeowners. They remove the sales tax from the elderly. My 86 year old father has to pay school tax, would not be so in other counties. I understand that the other counties may have a higher tax rate overall but the people who are living on disability or social security get a large discount. My father never had the benefit of an education, just worked hard for what he has. He has a modest home with lots of acres so he pays a large tax bill each year and it seems that the bulk of it's for school tax.
When did this come about? I talked to Ms. Pippin more than once when she was in office and was told that Lamar County does not remove school tax from the elderly. He may be getting some sort of reduction, if so would hate to see what he would have to pay if younger.
Currently, the GA Law does NOT require Counties to send out an annual notice of assessment. Without an assessment notice, the property owner has NO right to appeal their assessed value, which is considered when figuring their property taxes. This bill requires counties to send out annual notices with the assessed value, compared to last year's assessed value, and a projected tax amount. This allows property owners the chance to appeal their assessed value prior to the April 1st deadline (for most counties)...prior to them receiving a tax bill later in the year...which they have NO right to appeal if past the deadline.
If assessed property values are kept in check with their true "market" value and/or appealed by property owners, then it will create a more fair system. If County tax digests drop (as they should because property values have decreased), then property owners will be able to see if local leaders vote to increase the millage rate or reduce the size of government through cut spending.
my property value goes up while the value of my home devalues why are the taxes going up? I also have not had any children in the school system since the mid 90's why should I have to pay school taxes? They should start taxing people on the amount of children they have in school. Even if you are a renter or a home owner.
