The elected and appointed bodies governing Lamar County and its municipalities unanimously agreed to call a SPLOST referendum at an intergovernmental meeting November 17.
The vote to extend the special local option sales tax will be held on March 15, 2011.

























Everyone should consider the SPLOST and the corruption encountered with the Barnesville Lamar County Agriculture Authority or the fire truck that wouldn’t fit in the fire station. If you are not familiar, you should make yourself familiar. It’s sad to say not to trust your elected leaders for they are only going to tell you what you want to hear with the intention to sell you a bill of worthless goods. They are not ever held accountable and they already realize that.
A Special Purpose Local Option Sales Tax (SPLOST) is justified ONLY when, as a result of a SUDDEN, EMERGENCY and UNEXPECTED need for funds occurs which forces the municipality to go into debt.
If the voters agree, a SPLOST can be constructed for that amount of money that will retire that debt - nothing else. When the debt is paid, the SPLOST is cancelled!
Any other pretended justification for a SPLOST is acknowledgment by the Board of Commissioners that they are not doing their job by properly budgeting and directing public funds.
To repeat, the principles involved are simple:
1- the annual budget must include all revenues and all known costs.
2- a SPLOST is not justified - ever - for routine or for any expected - known - costs!
3- any SPLOST is immediately cancelled when ever the approved amount of money has been collected.
It is up to each of us to watch our property taxes and scream if they go up - again!
Yes, but not directly. Although counties cannot directly include a property tax rollback as an eligible expenditure on their referendum, counties can use SPLOST funds to pay for capital outlay projects that would otherwise be funded through property tax revenues. If excess proceeds remain after SPLOST projects have been completed and there is no county debt, the excess proceeds must go to the general fund of the county to reduce county property taxes.
Can SPLOST proceeds be used to pay off revenue bonds that are outstanding at the time of the SPLOST referendum?
No. While SPLOST can be used to retire existing general obligation debt, it cannot be used to pay off existing revenue bonds. However, counties may issue revenue bonds after the referendum is approved to provide funds to get projects initiated before all revenues are collected.
Can SPLOST funds be borrowed to pay for other county services or projects and paid back later from the general fund?
No. SPLOST funds may only be used for capital outlay projects approved by the voters in a SPLOST referendum. Furthermore, SPLOST funds must be held in a separate account from other funds of the county or municipality and cannot in any manner be commingled with any other funds until spent on the approved projects [O.C.G.A. § 48-8-121 (a)]. Furthermore, the Attorney General has held that SPLOST proceeds cannot be borrowed from the SPLOST account to pay for other county obligations, even if the funds are paid back [Op. Atty. Gen. 07-05]. See Appendix J.
Can a county terminate its SPLOST early?
No. The Revenue Commissioner can only terminate in accordance with the time limits or revenue limits authorized by the SPLOST law.
I own property too and I don’t want to see taxes increase. Local government represents the people that elect them. They are not elected to go into office and do as they please. They should be held accountable. When they are faced with cutbacks or tax increases they need to listen to the people that elected them. At no time should local government spend the people’s money without first consulting with the people and always they should act on the people’s wishes. Therefore making the assumption that tax increases will result because the people refuse to bow down to government only indicates that government is corrupt and is not held accountable by the people. Maybe you should study up on the term “government by the people” and we the people should send those representatives with an inability to listen to the unemployment lines. Eventually we will get it right and elect honesty and integrity or something other than a ‘politician’.

The only way to make our elected officials understand, is to vote "NO" on splost. Raise hell every time they consider a rate increase or purpose a fee. And vote these jokers out! Maybe we can get some people in office who aren't so loose with OUR money!
All taxes should be met with a vengeance. If I pay one more cent tax of any kind I pay too much.
I pay too much Federal-State-County-City-and what other tax that escapes my thought. No one should pay another penny, because as small as it seems, it is enough to sink some peoples boat now due to being on the edge.
For all of you pro tax people, don't forget we now live on less than .50 cents out of every dollar. There is a massive tax year comming in 2011. If you do not have Insurance you will be required to buy what the Gov. tells you to, or be fined and possibly you may go to jail if you do not jump through the hoops the Gov tells you to jump through. Guess what? The I.R.S. is giong to be everyones best new friend. They will be the Dept. that is in control of you buying what you are told--Merry Christmas and happy New Year. I hope you become best friends with these people.

So it only costs us 300 billion extra dollars to make sure the rich get richer.
You know how much is costs to keep the tax cuts for the upper middle class (less than 250K a year--that would be profit for a business) and the rest of the 99% majority of the country? 400 billion dollars. So let's be sure to take care of the super wealthy, 300 bil for 1%; 400 bil for everyone else--that's fair!
