Scouting legal dustup includes past local leaders

Boy Scouts of America have maintained a file of “ineligible volunteers” for many decades as a way of insuring that people with any hint of improper conduct in their backgrounds do not find a place in Boy Scouting, said Chuck Brasfield, Flint River Council scout executive.
