Ask yourself this: are authorities of any kind actually good for a community? Think of The big ones like TVA, the little ones like the late Lamar County Water Authority. What do they do for us?
An entity needs to be either public, and follow the rules of a public agency, or be private, and follow those rules. Authorities generally ply both sides, and follow... no rules. And with no supervision, the run amok.
