When the suspect is apprehended, they need to be financially liable for the whole cost of their prank.

Good grief, as hot as it's been and people were stuck in the parking lot? What a stupid prank or threat to make on the newspaper staff.

would like to think the punishment included financial reimbursement to the businesses that were shut down for the entire episode.
