It makes the overall scores higher, Sheila. It's allowed under the No Child Left Behind Act. The higher the scores, the less likely the federal government is to say our schools did not make Adequate Yearly Progress (which, BTW, will be impossible to do after a few more years because the target percentage will be 100% - including students so disabled they are not able to adequately take the tests.) AYP and NCLB need fixing before then, but I don't see that happening.
If you want an explanation of these laws, I certainly hope a school administrator pops on here to explain them. They're confusing!
I believe the article is saying that the schools did well even before the retakes and high percentile scorers are factored in. As far as manipulation goes...they better use every advantage they can get. Just take a ride through town and look at the people that make up this community. You'll see that the teachers in this town are accomplishing a feat no less miraculous than the building of the pyramids.
Sure, cheating and manipulation beats forcing a kid to study any day. After all they will be prepared to be politicians one day. But also teach them how to hike The Appalachian Trail.
