$13,000 per person cost? Who are you trying to kid? Apparently you must be planning a trip to China via a trip around the world, or a trip to include $10K in personal spending money. Ya'll try and pull this off and I'm going to start throwing fertilizer in the fan.
Having been to China 5x, I can say definitively that there is no reason that a trip to China should cost $13k. I've stayed there for more than a month on less than $3k, including roundtrip international airfare and two domestic flights.
Delta's flights to Shanghai last time I checked were less than $1,000 roundtrip. Unless you're moving to Yueqing, you shouldn't need $12k extra for in-country transportation and lodging, even at luxurious hotels. Either this was a reporting error or whoever organized the trip was ripping people off.
Take coach class and send a small delegation of high-level folks if you have to. It's vital that you visit China if you want to ever have a chance for an industrial park there.
